Title normalization endpoint no longer working

Both the original and additional issue have been resolved

The fix is being deployed to production currently and the issue should be resolved shortly

We identified an additional bug that was introduced with the most recent fix. The issue is affecting bulk uploads only. A fix has been applied and is about to be deployed

Fixes have been applied and tested. Going through final approval before deploying fixes to staging

We've started replacing the offending API endpoint and are testing the change

We have gotten the new permissions to call the new endpoints and are making the switch

We have identified the old endpoint is no longer serviceable and we are falling back to old title normalization currently. We are working to update the title normalization endpoint
